Irina Efremova-Garth

Irina has more than 20 years of experience with private and public foundations, including the META Education Foundation, where she was responsible for the development and operationalization of the Foundation's program strategy, and the Eurasia Foundation, where she led the Evaluation Department in Moscow and Washington, DC, where she was responsible for the development and implementation of the Foundation's evaluation strategy and coordination of regional offices' efforts during the external evaluation process.

At IBM, she is responsible for social investment and environmental responsibility programs in Russia and CIS countries, as well as corporate volunteer programs.

She graduated from the Ural State University, Faculty of Philosophy.

In 1999, she received her MPA degree from the School of Governance at the University of Delaware (USA), she is a graduate of the George Washington University Institute of Evaluators.
